Canada pretends to be a "parliamentary democracy" governed by a cabinet consisting of minsters selected by the Prime Minister of the elected governing party who are accountable to Parliament, it is, in fact, governed by a secret council known as the Queen's Privy Council of Canada.

The form and structure of the present Privy Council of Canada is the brainchild of Canada's self-admitted communist, Prime Minister Pierre Trudeau. 

It is in the Privy Council where the three branches of government, the legislative, the executive, and the judicial, converge to create the totalitarian state that many political scientists argue Canada has become.    

Appointees to the Canada's Queen's Privy Council must recite the requisite oath:

“ I, [name], do solemnly and sincerely swear (declare) that I shall be a true and faithful servant to Her Majesty Queen Elizabeth the Second, as a member of Her Majesty's Privy Council for Canada. I will in all things to be treated, debated and resolved in Privy Council, faithfully, honestly and truly declare my mind and my opinion. I shall keep secret all matters committed and revealed to me in this capacity, or that shall be secretly treated of in Council. Generally, in all things I shall do as a faithful and true servant ought to do for Her Majesty.[21]

The Privy Council Office is administered and managed by an official known as the Clerk of the Privy Council. 

The title Clerk is misleading because it suggests the occupant of that position is little more than a recording secretary when, in fact, he or she is the most powerful civil servant in the Government of Canada.  However, the deceptive description has been useful to obscure the true nature of the position and the office where the real business of Canada is conducted.

Fundamentally, the Clerk of the Privy Council is the Chief Executive Officer of Canada. 

Instructions from the elected Prime Minister or his cabinet are transmitted to the Clerk of the Privy Council for execution, delay, stalling, partial execution or deliberate fumbling by appropriate government officials.  This is where bureaucrats begin the process of controlling the agenda in government.   

The Privy Council Office includes a group that identifies law cases where the Government of Canada may have an interest to protect.  This begs the question of how does the Government of Canada protects its interest after it identifies such interest.  While there are legitimate means to intervene in a case, there are also illegitimate means such as the direct instruction of the judiciary. 

Does this happen in Canada?  Of course it does.  In fact, two independent witnesses (whose names are withheld) advised they observed an unidentified man, in a business suit, approach Justice Rorbert Metzger, in open court shortly before the commencement of the trial of John Bjornstrom, the notorious Bushman of the Shuswap,  and hand Justice Metzger a brown envelop, saying, "Here are your instructions your honour".  The manipulation of the judiciary is not always that blatant but it takes place regularly in Canada.     

The interested reader should study the book, "The View From Within, A Judge in the Communist State", by a former Czechslovakian judge, Otto Ulc, who describes how the system worked in Communist Czechslovakia where, like in Canada, judges were supposedly independent but were regularly manipulated to support the government.  

There is a strong suspicion that the Clerk of the Privy Council and other members of the Privy Council have used their influence to fix the outcome of certain lawsuits and judicial investigations in Canada by direct contact with the Chief Justice of Canada who is also a member of the Privy Council.  This also explains why when complaints were filed with the Canadian Judicial Council about corruption in the cases in British Columbia involving Sun Belt Water Inc. no action was taken.  

It was the same self admitted communist Prime Minister, Pierre Trudeau, who, in addition to creating the present form of the Canadian Privy Council, established the Canadian Judicial Council which effectively freed the judiciary from the oversight of the elected representatives of the people of Canada.  As a result of this re-structuring by Prime Minster Pierre Trudeau, much mischief ensued and Canada's judiciary gained a reputation for corruption.

Everything that takes place inside the Privy Council Offices is subject to strict secrecy and Oaths of confidentiality are taken by all members who are governed by the Official Secrets Act.  This is why former Privy Councillor and member of Parliament, Heward Graffety, told Mr. Carten that he could not go public with his knowledge that a certain minister was a criminal,  "Because I'll go to jail if I say anything".   Of course, everyone is presumed innocent until proven guilty and Mr. Graffety may have been mistaken but he died recently, and we will never know if he was telling the truth.    

For the purposes of understanding the Water War Crimes, it is useful to examine the Clerks of the Privy Council since the time of Canada's self admitted communist Prime Minister, Pierre Trudeau.  The respective names and terms of tenure of the Clerks of the Privy Council are set out below.  Their photos are set out consecutively from left to right above.

Gordon Robertson 
Clerk of Privy Council 1963 to 1975

Gordon Robertson joined the Department of External Affairs in 1941. 

From 1963 to 1975, Mr. Robertson was Clerk of the Privy Council and Cabinet secretary.  This was the period when the North American Power and Water Alliance (NAWAPA) was developed and published and, most certianly, came  to the attention of Mr. Robertson, as Canada's top civl servant.   
 
In 1968, Pierre Turdeau became the Prime Minister of Canada and it was during the period, from 1970 to 1974, that Prime Minsiter Trudeau had meetings with US President Richard Nixon, a Californian, where water issues would have been discussed.

Michael Pitfield  - A Sudden Departure in 2010 Raises Suspicions 
Clerk of Privy Council 1975-79 & 1980-82

On June 1, 2010,  Senator P. Michael Pitfield, the former Clerk of the Privy Council, suddenly and unexpectedly, decided to resign his position with the Canadian Senate, effective midnight June 1, 2010, prompting speculation over the reason for his sudden departure.

Did Michael Pitfield decide to leave politics on short notice because he was an insider in the Weter War Crimes and the investigation was heating up, or, did he realize that, due to his position as a political insider, he might become the target of a "sudden unexpcected heart attack" that took the life of former Clerk of the Privy Council Glen Shortliffe on May 6, 2010, a mere three weeks earlier. 

Senator Pitfield joined the Canada's Public Service in 1959 and rose to occupy its highest office as Secretary to the Cabinet and Clerk of the Privy Council.  He was appointed to the Senate in 1982 by Prime Minister Pierre Trudeau and has served since that time as a Senator without affiliation to any political party.

Marcel Massee - A Sudden Departure in 1999 raises Suspicions
Clerk of Privy Council 1979 to 1980

The Honourable Marcel Massé was Clerk of the Privy Council and Secretary to the Cabinet  June 5, 1979 to March 10, 1980.  He was appointed a Appointed Member of the Queen's Privy Council November 4, 1993, by Prime Minister Jean Chretien.

 Following his term as Clerk of the Privy Council, Mr. Massé served as President of the Canadian International Development Agency, Under-Secretary of State for External Affairs, Canadian Executive Director of the International Monetary Fund and Secretary to the Cabinet for Federal-Provincial Relations.

After his election to the House of Commons in 1993, as part of the Government of Prime Minister Chretien, he became President of the Queen's Privy Council for Canada, Minister of Intergovernmental Affairs, President of the Treasury Board, Minister responsible for Infrastructure, and Minister responsible for Public Service Renewal.

When the Sun Belt Water claim became headline news in 1999 - 2000, Mr. Massé was one of the group at least twelve Canadian political figures who suddenly retired from political life raising suspicions he was one of the secret political investors in W.C.W. Western Canada Water Enterprises Ltd. 

Mr. Massee now works for the World Bank.

Gordon Obaldston
Clerk of Privy Council - 1982 to 1985

Mr. Obaldston was Clerk of the Privy Council under Prime Minister Pierre Trudeau when the MacDonald Royal Commission was established.  It was the MacDonald Commission that, eventually, when Prime Minister Mulroney took over, recommended Canada enter a Free Trade Agreement with the United States.   Co-incidentally, Mr. MacDonald is now a partner with the law firm of Lang Michener, a Defendant in the Water War Crimes litigation.

Paul Tellier 
Clerk of Privy Council 1985 to 1992

Paul Tellier was Clerk of the Privy Council during the Government of Prime Minister Brian Mulroney in the critical period when the Water War Crimes were commenced in British Columbia through to the imposition of the illegal moratorium on bulk water exports in March 1991, and the commencement of the ensuing cover up.  

Due to his position, Mr Tellier would have probably played a role in the appointment of British Columbia Attorney General, Brian Smith to the position of appointed Chairman of Canadian National Railways, a government owned railway, six weeks after the British Columbia Minister of the Attorney General facilitated what can fairly be called insider trading in the shares of W.C.W. Western Canada Water Enterprises Ltd.

In 1992 Prime Minister Mulroney appointed Mr. Tellier to become President and CEO of Canadian National Railways.

Glen Shortliffe - sudden death May 6, 2010 raises suspicions of murder.
Clerk of the Privy Council - 1992 to 1994

Glen Shortliffe died by a sudden, unexpected, heart attack on May 6, 2010, sixteen days after Madam Justice Gauthier was advised that there would be more deaths unless the case was settled. 

We think Mr. Shortliffe was murdered. 

He knew too many secrets and he had terminal cancer.  There was a real risk he might make a deathbed confession.

Jocelyn Bourgon - Sudden Departure in 1999 Raises Suspicions
Clerk of Privy Council - 1994 to 1999

Ms. Bourgon joined the public service of Canada as a summer student with the Department of Transport in 1974. She was rapidly promoted to the level of Deputy Minister.  She served in several Departments including Transport Canada where she may have worked with future Deputy Minister of Justice, John Sims. who suddenly resigned on April 1, 2010, when caught committing fraud in Canada's Federal Court and the future Clerk of the Privy Council, Glen Shortliffe.

As Deputy Minister in Prime Minister Mulroney's government she organized a First Ministers Conference on Canada-USA free trade negotiations and prepared a major reform leading to the privatization of rail and airports.

In 1994, Prime Minister Jean Chretien appointed Ms. Bourgon to be Clerk of the Privy Council and Secretary to the Canadian Cabinet.  In this capacity, Ms. Bourgon was in a key position to assist the Canadian and British Columbia Governments to cover up the corruption related to the Water War Crimes.

In 1998, Mario Lague, a Water War Crimes insider who suddenly died, Number 14, August 12, 2010, in fulfillment of the prophecies made in May 2009, April 2010 and July 2010, joined the Privy Council where he worked with Jocelyn Bourgon.   

Ms. Bourgon was one of the multitude of persons in high political positions who suddenly departed in Ottawa in 1999 to 2001, when the claim of Sun Belt Water Inc. appeared on the national scene.

Clerk of Privy Council 1999 to 2002

When the Sun Belt Water case arrived in Ottawa and Jocelyn Bourgon suddenly vacated her position, Prime Minister Jean Chretien appointed Mel Cappe to be the Clerk of the Privy Council.

When Prime Minister Chretien's alleged investment in W.C.W. Western Canada water Enterprises Ltd. was made public to politicians and civil servants in both Washington, DC and Ottawa, Raymond Chretien was recalled from his position as Canada's Ambassador to Washington, D.C. and former Prime Minister Kim Campbell was recalled from her position as Canada's Consul General in Los Angeles. 

The Editor's believe that both Raymond Chretien, Jean Chretien's nephew, and Kim Campbell, the former leader of the Conservative Party, were appointed to this positions because they could be relied upon to cover up the Water War Crimes where various Canadian political insiders and hangers on were part of a resource swindle that was intended to gouge American customers and rip off Canadian taxpayers at the same time.

Alexander Himmelfarb
Clerk of Privy Council 2002 to 2006.

 In 1981, he joined the Public Service with the Department of the Solicitor General of Canada when Pierre Trudeau was Prime Minister of Canada. He has held a number of positions of increasing responsibility and under the regime of Prime Minister Paul Martin, Mr. Himmelfarb served as Clerk of the Privy Council and Secretary to the Cabinet from May 2002 until March 2006 when newly elected Prime Minister Stephen Harper installed Kevin Lynch in the position.

Mr. Himmelfarb would have been aware of the ongoing cover up by Prime Minister Paul Martin including the incident where Paul Martin ran out the back door of the cabinet meeting room in Kelowna because Mr. Carten and Ms. Gibbs were waiting for him at the front door.

William Elliott National Security Advisor to the Privy Council 2006

William Elliott was National Security Advisor to Canada's Privy Council in 2006.  Shortly after Stephen Harper was elected he moved William Elliott over to become the first outsider to be Commissioner to the RCMP.  

As National Security advisor to Canada's Privy Council , Mr. Elliott would have known about the Water War Crimes.  He would have also known Mario Lague, Jack Hooper and Michel Gratton, all of whom suddenly and mysteriously died - taking their secrets to the grave.

Kevin Lynch 
Clerk of Privy Council 2006 to 2009

Prime Minister Harper appointed Kevin Lynch to be Clerk on the Privy Council but Mr. Lynch abruptly tendered his resignation at approximately the same time as Jim Judd, the head of CSIS, Canada's Intelligence Agency, announced he would be taking early retirement.

We think these two early retirements were related to the sudden death of Chief Judge Hugh Stansfield on May 7, 2008, a death that was preceded by disclosure that Chief Judge Hugh Stansfield was reputed to be a major pedophile operating in British Columbia. 

Chief Judge Hugh Stansfield's activities were either a colossal intelligence failure or they were deliberately covered up. 

We think the latter, because a judge who is a pedofile is under control and serves the purposes of the insiders.  Judge Stansfield was paid $350,000 per year.

Wayne Wouters
Clerk of Privy Council - 2009 to 2014 

Mr. Wayne Wouters and his brother Garry Wouters began their careers as government insiders in the socialist NDP government in Saskatchewan under its leftist leader Allan Blakeney.

In 1982, Garry and Wayne Wouters were fired when the Conservative party took over the government from the leftists.

Garry Wouters appears to have originally moved east to   join Canada's federal government but then transferred to British Columbia where he rose to the position of Deputy Minister in the NDP government when that Government was engaged in major criminal activity related to the Water War Crimes.  

 Wayne Wouters moved east and also joined the government of Canada where he slowly rose to Canada's top civil service position.

This was also when the criminal gang operating inside the Ministry of the Attorney General was carrying out fraud, perjury, and obstruction of justice in the Sun Belt Water Inc. lawsuit in order to protect insiders in Ottawa that we are advised included Prime Minister Jean Chretien and several of his colleagues. 
  
Were Garry and Wayne working together to protect the criminals???  

We don't know the answer to that question but we do know that both governments were co-operating to destroy the claim of Sun Belt Water Inc in the courts and used crooked judges and lawyers to attack Mr. Carten and Ms. Gibbs. because they were seen to be allies of Sun Belt and, if the Sun Belt case were permitted to proceed, a whole group of civil servants and politicians would be exposed as criminals.

Wayne Wouters was the Clerk of the Privy Council in 2009 when the Government of Canada was acting illegally in the case brought by Mr. Carten and Ms. Gibbs in Canada's Federal Court that resulted in the murder of Justice Carolyn Layden Stevenson and the suicide/murder of Eric Noel a Department of Justice lawyer in Ottawa, who was part of the legal team that was handling the claim.

As Clerk of the Privy Council, Mr. Wouters would have or should have been aware that the lawyers for the Government of Canada were acting illegally and, given his position, he would probably have approved of the strategy. 

It is reasonable to assume that Mr. Wouters may have plotted the murder of Justice Layden Stevenson and federal government lawyer, Eric Noel, in order to cover up his approval of the criminal scheme to delay and deny justice in Canada's courts by fabricating a patently fraudulent statement of defence and a legal strategy that violated the Magna Carta.

Incidentally, Wouters was one of thirteen Canadians banned from traveling to Russia under retaliatory sanctions imposed by Russian President Vladimir Putin in March 2014.[2]

October 2014 To January 2016

Janice Charette - Clerk & Top Dog

Charette was appointed Clerk of the Privy Council and Secretary to the Cabinet by Prime Minister Harper on October 6, 2014.

She was Deputy Clerk of the Privy Council and Associate Secretary to the Cabinet from January 21, 2013 to October 5, 2014.  She also held the position of Associate Secretary to the Cabinet and Deputy Minister of Intergovernmental Affairs from November 15, 2010, to January 2013.

Based on her career path, it is patently obvious that Janice Charette is and was privy to some of Canada's top and darkest secrets. 

Intergovernmental Affairs is the federal government office that co-ordinates its operations with Provincial Governments such as the Provincial Government in Victoria that has been deeply involved in a criminal cover up of the Water War Crimes. 

So, Janice Charette was in the chain of command when Justice Layden Stevenson and Department of Justice lawyer Eric Noel and others were carrying out major crimes in the courts and were later murdered in order to protect other dirty insiders in Ottawa and Victoria. 

Ms. Charette was abruptly removed from her position by Prime Minister Justin Trudeau while he was in attendance at the World Economic Conference at Davros Switzerland in January 2016.

MICHAEL WERNICK APPOINTED 2016 

Michael Wernick

For reasons unknown,  Justin Trudeau fired Janice Charette while he was at the World Economic Conference in Switzerland and replaced her with Michael Wernick who was instructed to begin the search for a new Clerk raising the suspicions that Janice was terminated out of some impropriety on the part of Janice or a strong disagreement between her and Mr. Trudeau. 

Since joining the federal public service in 1981, Mr. Wernick has worked at the Social Policy Division of the Department of Finance, Consumer and Corporate Affairs Canada, the Economic and Regional Development Policy Secretariat of the Privy Council Office, and the Constitutional Affairs Secretariat of the Federal-Provincial Relations Office. From 1996 to 2003 he served as Assistant Deputy Minister and then as Associate Deputy Minister at the Department of Canadian Heritage.

From 2003 to 2006, Wernick served three Prime Ministers, Chretien, Martin and Harper, as Deputy Secretary to the Cabinet at the Privy Council Office and was probably present in Kelowna when Paul Martin ran out the back door of his cabinet meeting when he learned that Mr. Carten amd Ms. Gibbs were waiting for him at the front door.

Judicial Activism and the Privy Council

When the insiders in Canada's government want a law passed that the cannot get passed by the elected House of Commons or they know is deeply opposed by the public, they have the perfect tool in the Privy Council.  

For example, when the insiders in Canada's Government wished to pass the Goods and Services Tax, the population of Canada and some of Canada's provincial governments were vehemently opposed and launched a court challenge.  However, Privy Council Member and Chief Justice of Canada, Antonio Lamer, dismissed their challenge in what is arguably a fixed case where valid arguments were ignored and Chief Justice Antionio Lamer mis-represented the law (*See footnote).

Another example would be when Governor General Adrienne Clarkson would not sign into the law the bill permitting "gay marriage" in Canada.   The insiders called into action Privy Council Member and Chief Justice, Beverley McLachlin, who, as directed, signed the bill into law in her capacity as "Administrator" being the person who takes over for the Governor General when the Governor General will not sign a bill. 

In the context of the Water War Crimes, in June of 1991, when British Columbia Lieutenant Governor, David Lam, would not sign the renewal of the Order In Council that imposed the illegal "moratorium" on bulk water exports, originally passed in March, 1991, for a term of 60 days, the insiders called on the Chief Justice Of British Columbia, Allan McEachern, the "Administrator" of British Columbia, who happily did as his superiors ordered and signed into law an Order In Council that he knew was illegal.   Although not a member of the Privy Council, the Chief Justice of British Columbia is subordinate to and takes directions from the Chief Justice of Canada who is a member of the Privy Council. 

Further, in the context of the Water War Crimes, through the Privy Council and its member and the Chief Justice of Canada it would be a simple matter to give orders to the Chief Justice of British Columbia to sabotage various law cases that were related to the issue of bulk water exports and, in this way, the Canadian court system was artfully manipulated to destroy the legitimate lawsuit of Sun Belt Water Inc.      

In a speech shortly before he took early retirement in 1999, Privy Councillor and Chief Justice of Canada, Antonio Lamer, candidly called the system a "bit of a charade".   

*Footnote: In the GST reference Case, Chief Justice Lamer,  fraudulently denied that there was a common law right to compensation for services required to be rendered to the Crown.  The representation of Chief Justice Lamer was fraudulent because there is established English case authority, from as late as the 18th century, affirming the ancient common law right of the subjects of the Crown to compensation for any services that the Crown may require from them in the national interest.  This is why conscripted soldiers are paid during warfare and conscripted labourers are paid when they engage in public safety work such as fighting forest fires.
